I've gathered about 70 of Brown Seaweed nodes and still don't have this knowledge. Is it bugged?

Gathered more than 200 seaweeds, still can't get this, prob not fully in game yet like Roe.

Just wanna add that I was able to obtain this knowledge by fishing up Seaweed from Velia dock. Yes, normal seaweed that you would throw away if you turn the toggle on.
