Look for him not in the council chambers that the auto path takes you to, you have to find him on the 3rd floor above the workshop. Search for NPC
Geoffrey Erne, this will take you directly to Enrique's second location in an office. I attached a screenshot of the location in Calpheon City. You only have to complete the Trading Leap Apprentice 10 quest The Cupid of Olvia to talk with him. DOn't listen to others that say you have to complete all of the Trading Leap quests to talk with him. Hope this helps.
