When I first followed the navigation to get to the quest target, it took me right to the baby elephant. I left to make pickled vegetables and when I came back the navigation took me to a column in the middle of Shakatu.

If you are facing Javi the general goods vendor in Shakatu, the pillar with the elephant is above and behind him. Go up the stairs to the material vendor Arenda. Then go across the red awning behind her and you can climb some rocks and jump on the pillar with the elephant.
