I got the quest item from AFK fishing at Atanis Pond (kamasilvia). I don't know why :O
I found some korean translations, you have to stay in the most far away "bush" outside of sand grain bazar (but already in desert).
(I did add screenshots)
(The pics/video ONLY work for THIS Quest, there are a few spots/different quests).
