If you do the questline for the first time, steal the item from the hunter.
On repetition you can just get it by talking to him.

As of 2024/08/14, after spending more than 2000 energies (I'm not even kidding) trying to steal from Kysia (Kiysa if you're in SA) and not getting anything, I can tell you that now all you need to do is just TALK to him after getting the quest and prompt the Dialogue option and he'll just give it to you.

So yeah... don't need to steal from him anymore. JUST TALK TO HIM!
