I mean, he's not all wrong, since this place is not that bad of a good fishing spot. Queek! Actually, I was thinking that more Fishers might come here if we show them the fresh fish that can be caught here. Queek! Here, I will give you a basket full of fish so you can go spread word of this place all over the village. Queek! How'd it go? Queek! People are sure to rush over here once they see my fish! Good job. Queek! Now more Fishers should come here!

When I did this quest, the autopath for the Maid in the Mansion took me to an empty spot at the hilltop mansion (guild house) WNW of Shakatu. The NPC is a "handmaiden" and can be found nearby, at another location outside the mansion, on a balcony overlooking the fjord.
