If you are doing the quest Second Suggestion to "obtain information from zobadi" you will have to do both quests he has. First to kill 3 mobs at sulfur mines, then to obtain oil from fogans. (there is an optional quest right beside that NPC to kill 200 fogans for a 10g bar, if you want to complete that while you are at fogans anyways.) After that you will be able to get his "information".
