PEN Naru Gear, lvl 56+ char, all Calpheon questline finished.... No access to this quest line.... dafuq am I missing here?!

Might be too late but the requirements are:

To obtain the Narchillan Gear, you must complete a quest from the Black Spirit called “[Special Aid] Fughar’s Letter”.

Quest Requirements:

Completed the Calpheon Main Story Questline + level 50 or higher
OR be level 56 or higher

And the fun part, its a Family Quest so only 1 set of gear per account. Yay!
