They're not shirking their duty across the bridge! What? Idiots! They should've come earlier if something's up. So sluggish... Anyway, you squirts! Tell them to come as soon as possible. I won't scold!

Start: Work Supervisor at Delphie Knights Castle (At the top, northern side, towards Delphie Outpost)

Thank you. He can be found at here. The NPC shown in the screenshot of this page is just the quest objective NPC (the goblin on the right) after you take the quest from the (dwarf) supervisor at the location you mentioned.
