Does anyone know if this quest needs to be level 61+ to get it to show in black spirit?

Basically I'm level 60 and done all the previous quests but when I click quest to bring up black spirit, the quest is not in there to select it.

You don't need 61+. All you need to do is go to Gorgath in Calpheon, he's on the 2nd floor in the library. The library is on the bottom right of the city.
