Chief Valentine says that there's no such thing as a talking doll and he'll teach you a good remedy on how to relax and recharge. Do as he says and hop on the Herb Brewer, then drink the wake-up potion.

Now, now, settle down. You look like you need some rest.
Luckily, there's lots of things here in Florin that can help you recharge.
First, hop atop the herb brewer and start hopping away.
Then, go to the Shai over there and drink the wake-up potion.
It should clear up your head real fast.
Then, you'll finally be able to focus on the fun festivities!

Work the Herb Brewer and drink the wake-up potion to sober up!
Then you'll also be able to join in on the fun festivities!
