The quest requirement is not clear. It is not 500 Swellfish required but selling a/ some Swellfish to Isaak the named NPC trader for at least a vlaue of 500 silver (9,360 value so should be one).

doesn't seem like fixed, still shows 500 fish in complete conditions.
