It's a net used by fishers.
A used net is scattered on the pier.
Although the net looks like it belongs to someone, the condition of the net indicates that it's been discarded.
It's hard to imagine that a fisherman would discard something of value such as a net. Perhaps it belongs to an outsider or a few of the people were secretly engaged in a smuggling activity.

From the supply port around Calpheon Northwestern Outpost, follow the road leading to the village and go left. From there, examine the belongings left behind by the villagers.
