Broken Fence.
The only save place in Northwestern Calpheon is where the villagers are gathered. The villagers grow crops and raise livestock in the field. However, every once in a while a cow will walk to the field which can ruin the crop. As a result, a fence constructed to prevent that. Recently, there's been cases of these large cows frantically running towards the field and breaking the fence. It looks as if something is scaring these cows.

From the supply port around Calpheon Northwestern Outpost, follow the road leading to the village and go left. From there, examine the broken fence near the grape farm.
