1.) Go to Ottavio Ferre in Velia (He's in the church)
2.) The female villager on the right side of the church (facing Ottavio) has the knowledge for 3 energy

Note, apparently she is only there from 5AM-11PM in game time

Im only seeing 2 male villagers (one on each side of Ottavio) when inside the church. Been there between the time listed and otherwise still not have a female npc with the knowledge.
