You get it from the Shai in this image. First, do the quest the Shai offers then talk to the Shai again after turning the quest in. The chimney you must clean is on the roofs of the building north of the Shai.

QUEST:
to get on the roof follow the staircase to the right up to the workshop then go strait back (toward where the shai is below you) there's a sign straight ahead and slightly below you, jump on it, using it as a bridge and jump to the other rough clean dem chimney's XD
