It was thought to be have sunk when the boat was traveling from Mediah to Lema Island. This is because similar goods has also been found in the ruins in Lema Island. You must talk to Captain Moguly of Splashing Point BEFORE going to this location and do his quest!! While doing the quest you can go to the Sunken Mediah Trader location and get the knowledge. I didn't have to talk to the baby otters, but I did have to accept the quest to then swim and get the knowledge.

Yeah its not very far under water either so you dont need breathing crystals (shoes) or elixir.

I took a quest from Captain Moguly at Splashing Point and it activated a path to this spot.

I wasted time, YOU DO NEED QUEST, i didnt give anything to otters i just grabbed quest and headed back to the point and got it

Yep, just take the quest from Captain Moguly and go to this location for knowledge then forfeit the quest.
