He's actually Monster Labor Overseer, you can see him on your world map... Doesn't give knowledge, I assume 200 amity required (but the cards used suck big time)

I did get 200 amity with him, but still didn't get the knowledge

If you're after the knowledge for Monster Labor Overseer, they both give one. Tuston and Quezen. You want this guy for the Knowledge ring completion likely and he's in a cave under Keplan.
