This NPC only shows up in the last LoML questline "Ruler of Taebaek" in the very last quest "[Koo Miyhun] Royal Decree". The quest will trigger a cut-scene when you get close and it then auto-completes. You can go to the now available NPC afterwards and talk to him to get the knowledge.

Went back to the location much later on and he's not there anymore, I guess have to talk to him right after the cut scene
