The "Radiant Undersea Vortex" is located in a cave just west of Randis Island; look for a small dark spot on the world map.
The entrance to the cave is on the southwest side.
Dive down and head northeast until you see the "beam".
The knowledge can be obtained from an interaction near the bottom of the "beam".
If you swim through it at this point your breath will also be replenished.

Randis Adasının hemen solunda gözüken siyah noktadan dalın. Suya daldığınızda gidebileceğiniz derin noktaya doğru gidin. Gittiğinizde zaten içeri doğru derinleşen mağara girişini görürsünüz. Derine yüzmeye devam edin. Bu esnada nefesiniz tükenirse karakter seçim ekranına gidip tekrar karaktere girerseniz nefesiniz yenilenecektir. Ekran görüntüsü bıraktığım girdaba gittiğinizde nefesiniz yenilenecek. Bilgi için girdabın dibine gitmelisiniz.

for those having trouble getting there, you dont need a p2w swim suit, you can switch servers to refresh your stamina and breathing time. it took me 2 swaps to get there
