He says he's going to write you a Letter of Reference since you need a permit from a Lord in order to board the ship. Keep your permit and go to Calpheon to talk with Herman Feresio. | |

It won't be easy to meet Herman Feresio, the Chairman, but should you get a chance, show him this. Once he reads this, he should allow you to take a boat from Port Epheria to Mediah. Please keep the incidents in Keplan to yourself. At last, they are all resolved now... Let's see... Hmm... I see... The Lord of Keplan doesn't recommend people lightly... anyway, I understand. Amity "game" sucks.. does one really have to go through with it to be able to finish this quest?
