Marker is incorrect, the NPC is in Calpheon behind the skill instructor in the north east. Go to the left of the instructor and up the stairs.

The Ruins Explorer is in the area of undergound ruins (western from the Bree Tree Ruins Node) The Node is northern from Calpheon.Maplocation

Im so lost atm. I had a sneaking suspicion you needed to have the complete map pices ON you for him to activate, but that seems far off compared to the rest of the game. First off I cant find this guy, neither around the or city (@Synik) and I HAVE done both pre. quests. Will update if he shows up...
