The NPC is located underground in the cave. To enter it go above to the marker and drop down into the hole. Once inside, go down to the exit with a sea view, turn around and you'll see a small entrance to the left, covered with roots. Press Q to crouch and enter it, then enter another similar entrance on the right side to find the NPC. Check the screenshots tab for the detailed view.
