I gathered at 1:22 PM in game time inside the valk castle in calpheon. Look for a parked carriage adjacent to one of the ramps up into the castle/college.

Edit: Watched it again today and they appeared at 12:19 PM in game.

This pretty much. I would recommend you go there around 12:30 in game time to make sure you get one right away.

alright, as of 3 Aug 2017, it still spawns at around 12:19.
