Los soldados de Drieghan siempre han tenido problemas para comunicarse en las accidentadas tierras de Drieghan. Con el tiempo han conseguido crear un sistema de señales manuales que les permite comunicarse a distancia usando antorchas y banderas. Las antorchas son especialmente útiles ya que también las pueden usar para defenderse.
Se puede obtener completando la misión:
«Señal de retirada».

it's not the top of the library where all the npcs are it is the smaller building also with the open roof you have to get on top of the taller building, go to the corner where the ribbons connect the buildings and jump over. that's where the point is.

quest can be gotten from a guy just east of Marak Farm, elevated from the fighting on the road. can't believe there was no location data for this posted yet
