As of 16-Nov-16 on NA servers, it appears that it will require 1000 Amity before he will sell them to you (he doesn't yet though)

This change was implemented in the 9 November 2016 Patch Notes, along with the NPCs who requite amity to obtain the ship workers.
It's possible (and recommended) to attain the 1000 amity so that his dialogue options are ready for the launch of the Magoria expansion and the introduction of the Epheria Sailboat. His other dialogue relates to the ship workers.

He only sells the guild version http://bdocodex.com/us/item/9906/ in KR. Only way to obtain Epheria version is through quests.

you need 20 for the boat, and 5 more for each "upgrade", so 40 all together. also, do not wait until you have all the materials to start. i have 40 workers on it and it's still taking almost 2 weeks. so if you only have 10 workers it'll take you a month or 2 to build one.
