For Topography Knowledge you require 300 Amity with Igor Bartali in Velia, after your have got the required 300 amity exit out and reinteract with Igor Bartali and click on Velia Chernel House to gain the knowledge

For me, there were 2 entries in the "H" knowledge menu for Velia Ossuary that were still ??????. I already had knowledge from Igor Bartali.
Solution: I went south to the little ossuary crypt, and there are 2 statues INSIDE THE CRYPT that you can interact with to get knowledge, one on each side of the room. There's also other knowledge sitting inside the ossuary, so be sure to comb the room and click around.
