Yes, it is from fishing, it has a low % rate of being obtained while you fish.

I did try fishing. I got 5 Washed-Up Laundry, it really takes a long time though... And I need to get 5 Old Casual to craft Thermian Casual Costume uurrh..

I'm slowly dying but it's ok.
