I was not able to mine this until I reached Gathering Skilled Level 5. There are a few hidden veins on this ore scattered around the world, but it is also possible to get it from normal veins of other metals.

You cannot receive from Gold Ore gathering non-specific rocks (Bloodstone, Sandstone etc) until you are at Skilled 5. This is also the case for most rare ores & gems such as Rough Emerald, Rough Topaz, Rough Sapphire, Rough Ruby, Platinum Ore, Silver Ore etc.
