This quest actually requires you to catch a Sandfish, not a Starfish.
You can obtain one by fishing off the beach nearby.

Thankfully the quest has been renamed in line with the Sandfish requirement.

If you are struggling to get this quest to show then talk to Abelin (the small boy standing on the dock post). His quest takes you to Crio for completion and then this quest shows.

If you're struggling to get quest from Abelin, talk to your Black Spirit dude and ask to learn fishing.

No, you turn on "All Quests" in the Quests window. Six years later PA still has not changed this ridiculous default setting to not show most quests.

Don't know why the D states http://bdocodex.com/tr/quest/1001/68 as previous quest, the requirement for me was to do the quest from Abelin (http://bdocodex.com/tr/quest/1049/2/).

So I was fishing at the quest spot for hours and never found one sandfish. Then I walk over the beach to the left to where all the players are fishing (across a lot of rafts and ships) and BOOM, first catch is a sandfish. And it wasn't even a quest spot.

go to the npc chadwick and fish there, because the sea is abundant and hooks faster, in 5 min I caught Sandfish

Buy a cheap throwaway raft from Velia's wharf manager to row about 15 seconds north away from him, into contested waters, fish there. DO NOT attempt fishing at the docks or beach, since those locations are always “exhausted”, exponentially increasing your time between hooks, not an exaggeration…

Also buy 1 Sea Food Meal from the Oasis vendor Ellie at stables (1 silver) plus 1 Verdure Draught (optional) from the market to enhance your Fishing further.

I've done this for 10 new characters so far, usually completing the quest in under 14 minutes. One time it took me strangely longer tho, close to 50 casts; although definitely not as bad as my times fishing at the beach… banghead.gif
