EDIT: Figured it out. You have to jump once he disappears after you talk to him.

To be more exact. The NPC gives you a buff that give you a super jump when you jump while sprinting.

Вы должны прыгнуть, после разговора с токкэби-шутник, у вас бафф на 10 секунд. Прыгать нужно w+shift/

This quest was completely broken for me as I could interact with the tallest part of the building. No matter where i stood. If you have the same problem as me then, press tap to get into combat and then climbing onto of the spike, at that point i could complete the quest. It might take you a few tries to make it but its doable. Just know if you actually get up there and wait a few sec your char will idle and glide down so be quick happy.gif
