Anyone have a location for the "retired marine"? Can't seem to find him.

Talk to the guards first, then you can talk to the retired guy

Yup can confirm this works, retired guy wouldn't talk to me until after I talked to the guard. Guard is at Epheria Sentry Post, big building by the beach in Port Epheria, just take the stairs at the city's entrance and go up, guards are at the edge of the structure, just go walking upstairs and keep pressing Navigation on the quest panel, you should see the exact guard light up when you're kinda close
