You need to speak to Sarma Anin in Tarif to get the knowledge. You can put the energy into either one but you can only receive the knowledge in Tarif.

That is incorrect as of writing this. Just gained enough amity for the knowledge and could simply talk to her (the Altinova version) directly afterwards.

Why our experiences differ I don't know, might be due to quest progression or some old bug being fixed now.

It only worked for me in Altinova. There are a few multi-location characters like this. Try both locations, but I'm guessing they have now standardised on Altinova.

Yea I thought Tarif could work but it didnt. Ended up running to Altinova for the knowledge.

You need Theolohy II to even be able to do amity game with her in altinova.

Personally I do not even know how to get Theology II.

It's possible to greet her thoug.

I didn't have all the knowledge when doing this so went with what I had, I'm sure it can be improved but this is the order I used and I think it worked pretty well:

Peace of Aal
Ask Aal
Worshipping God Courteously
Going Back to Nature
Symbol of Abundance
Succession of God
