Once you'll complete the second objective of this quest you'll be standing on top of the Western gate to the Palace. Go down the stairs and into the gate. Swim a little bit to the left to spherical objects and interact with one of them (see the screenshots tab). This will finish the quest and will give you the next one in chain.
