How the heck do you get to this guy? do you need like crystals for jump height?

Got it. no crystals needed but hes north west of the mountain you have to jiggle your way across a ledge that goes up a bit above the ledge the Vagabond is sitting on and get lucky with the jump otherwise you'll have to run south around and back up to try again.

In order to get to this guy I had to transfuse two "Black Magic Crystal - Ascension" into a Crystals page. With those two (2* 35 jump height, they only cost around 1m on the central market at the time of writing this [EU]) I was able to jump to the upper ledge twice and just descent down to the Vagabond.
