Is he a missing npc? I don't see a location map and I can't find him ingame via the NPC search.

I don't see any info on him. Looks like this NPC is not implemented yet.

sadly, he's one of the few, who sell Reblas armor. (good for failstacking).
But he is also not in 2 clients, so maybe he is in a new area.
