Check the "Exchange list" tab. It lists all possible NPCs, which exchange this item.

according knowledge Crio is this fisher ... but that's not true (anymore?)

I have three of these in inventory and Crio does not seem to want to exchange for them.

Any update on this? It says "Take it to the fisher to exchange for paste bait" but I now have five in inventory and Crio still doesn't offer to exchange them. Is there another NPC that will take them?

Check the NPCs listed in the Exchange list tab. It's not Crio. It's other guys.

Yeah, that remains a mystery, I have 5 of them and tried to exchange them to any NPC who gave them in the first place, like in Velia, Western Guard Camp, Northern Wheat Plantation, Port Epheria and the otter fisher in Calpheon, no luck... They only give them, but don't take them.
