Thanks for the report!
It's an Event only quest (not sure, why it doesn't have the [Event] prefix in the English version of the game, it does in other languages). Also it has a special requirement, which specifies the event time period. Added the time period into the "Quest requirements" section to avoid future confusions in such cases.
