Used to drop as rare item from the alchemy byproduct table.
These tables have received multiple reworks yet PA is adamant it is possible.
Even given the extremely low drop-rate its still weird nobody has gotten it yet with the sheet amount of people doing alchemy at high mastery.
A proper investigation by the developers would be good.
