I got this title when I obtained just 31x pure platinum crystal.

Were the requirements for this type of titles lowered as well?

Probably. I have tested it on different server then I usually play, so I'm pretty sure that this number is correct. I have melted a bit over 100 bares weapons to get those crystals.
