Requires 500 amity with Tranan Underfoe, 10 energy to unlock. He's the blacksmith in Velia.

If you are having issues finding the ghost (like me), don't be reluctant to use the amity route. It's actually fairly easy for this one in particular, it only took me 2 rounds. happy.gif Hope this helps.
