The Patch Notes 30 March 2016 give a recipe as:
1x Magic Crystal of Enchantment: Vision
10x Oil of Storm
10x Herbal Gunpowder
10x Sticky Liquid
10x Blackstone Powder
However it notes also "This is only one of the ways to produce the Marking Reagent, play with the recipe to find the golden ratio". See Hagakure's comment above as an example. But at least a starting point for quantities.

Because of the removing of cristals, the cristal is unnecessary now. (Btw same for other recipes needed cristals...)
