Actually. No. It Requires 2 if it's of Common (white) Rarity.
It only Requires 1 If it is of a Uncommon Rarity (Green Border) or Above. I've been crafting them for a wile now only using 1 Fish.

Thanks for your note.
The recipe should show the quantity for white grade of items. So i think it's better to leave it as it is.

Seafood does not work in this recipe, only fish.

before anyone gets confused, the real recipe is:
2 dried fish if the fish was white quality
1 dried fish if the fish was green quality
2 dried fish if the fish was white quality
1 dried fish if the fish was green quality

As mentioned in another comment, seafood doesn't work. The Dried Fish item group here, though, includes a lot of seafood like dried crawfish which doesn't work in this recipe.
