you need this items
1. 100G = purpose: to buy shakatu's villa invitation(7days) from Dumaham.(note: Serazad is inside the villa. You need the invition w/o it Serazad will not let you proceed questing miniature elephant. You can buy the Gold from Storage NPC)
2. 300G = Once you have the quest from Serazad, she will ask you for 3x 100G(total: 300G), take it to shakatu for permit/registration
3. 20x Bottle of River Water = DO NOT BUY/GATHER this w/o the quest accepted. Gather if you have the quest accepted
4. 100x Weed = the same DO NOT BUY/GATHER this w/o the quest accepted. You can gather weeds in the surrounding area/roads just outside the villa
that's it! the next quest you'll get the miniature elephant from Stable npc Batirma.

Also, make sure all of your quest types are enabled. Serazad wont offer you the follow-up quest otherwise.
