Despite what the requirements say, I cannot find this quest at any NPC. I assumed the "or >42" meant you have to be higher than level 42, but this quest might in fact be locked behind a long chain. Also, theres no clear indication of exactly where the NPC is.

this is actually the last one from the "Calpheon and Giant Trolls" questline, to get it you need to either finish the waragon questline or get 100 amity with Martha Kiyen, which then unlock "Ruin Excavation Disruption" you get this one from the Martha Kiyen in Northern Wheat Plantation, not the one from Bree Tree Ruins.
Once this questline is cleared you get access to the "Calpheon and Giant Trolls" one.
