I did some googling and seems like this quest is currently bugged on the NA client.
The only way to complete this quest chain is to do the following:
1.It has to been done on your 2nd character slot
2.Get that character to lvl 14 and talk to Alfredo. It should give you the quest chain

I can confirm this. Would not work in my first slot character, level 55. Worked on my fresh level 14 second slot.

Expanding on this a bit. It's not based on character slot, but character created. If you were like me and deleted your 2nd character then made a 3rd, character slot 2 will still not work since in this example it's the 3rd character you have created. Slot 3 would be your 4th, and since it's an even number it will work.
This took me forever to figure out. I hope it helps someone else. It's so convoluted.

i can confirm,did it with my 2nd SLOT character (didnt delete any) and he was 16 level

I got 3 characters on lvl 14 or above and I can't get the quests from any characters.

I think I removed one character earlier so there is my 50 lv -> deleted -> tamer -> ranger, so ranger should be able to accept it... But she can't.
Edit: Got it on 4rd character... Guess all my 3 characters that I leveled to 14 weren't with good character index.
