You can't buy this, the buy prices in the codex like 50.000 silver, means nothing. It just a database bug. You can kill this mob while doing blackstar weapon crafting questline.

It's not a bug per se. The price exists in the datafiles for every item, so it's being shown there.
However, if there is no "Sold by" tab here on the page, there is no real way to buy it.
