You'll get the knowledge while doing Illezra's Threat quest chain - "Incarnation of Illezra". You cant defeat the Distorted Evil Thought, so you have to go to Brorum first. From there he'll ask you to go to the house, and that's where you get the knowledge "Magic Bullet of Last Hope"

Actually you can still get the knowledge even if you kill the boss, just talk to the floating books near to tarif's storage NPC
