The game doesn't tell you this but using a seagull hotspot is the only sane option. You can try just fishing them but it will take you forever because Porgys are rare. Go to https://bdofish.com/ and click on the little icon on the top-right, then select Porgy. This will show all Porgy hotspots. Sail around a little bit until you find one of the hotspots (they aren't there all the time). You will see seagulls flying and fish jumping out of the water. This will give you a 100% chance to fish up a porgy.

I don't know who designed this quest but they need to be fired. The Professional 10 quest tells you that you need to use a hotspot but this one doesn't and it's a crime against new players who don't know the game well.
