Чтобы получить данное знание, нужно украсть у торговца инструментами "Филлин" в Деревне Таррифа "Письмо Бэйи".
Но перед этим нужно обязательно завершить цепочку заданий Угроза Иллезры, иначе письмо просто не выпадает.

Located in Tarif go to npc Finlin and stand behind her to steal view pictures for clear info.
NOTE: this may take more then one try luckily I got it on My 1st
